§ 2.03. Construction of powers.

The powers which are now or may hereafter be conferred upon or delegated to the city under the Constitution and laws of the Commonwealth and this Charter shall be liberally construed when such powers are exercised by the city and in case of doubt as to the existence of a power such doubt shall be resolved in favor of the city.
